Our Assistant Manager at Hongkong, Mr. Harold Bennett, who has

been out there for a period of 5 years without leave, proposes to

come home in the course of the next few months for a period of six

months. He is about 26 years of age and we understand that it would

be necessary to obtain permission for his return to Hongkong should

he come to this country.

The telephone service in Hongkong and the adjacent territory of

Kowloon is carried on under the supervision of four Europeans, of

whom Mr. Bennett is one, with the assistance of a large staff of

Chinese and Eurasian employees. As Hongkong is such an important

Naval and Military centre, the proper upkeep of the telephone

service is a matter of importance to the local authorities, and it

18 therefore important that Mr. Bennett should recruit his heal th

and be allowed to return to Hongkong to take up his duties there, as

competent men, especially those having the capability of controlling

large staffs of native employees, are extremely difficult to get.

We may mention that Mr. Bennett is taking an active part in the

local Volunteer Service in Hongkong.

We should be much obliged if you would kindly inform us if,

in the event of Mr. Bennett coming home on leave, there would be any

obstacle raised by the authorities in this country to his returning
